Chuck grew up in Hagerstown, Indiana, raised his family there, and continues to live in Hagerstown. Chuck served as a Wayne County Probation Officer while he attended law school and, upon graduation, served as a Law Clerk for the Honorable William Garrard of the Indiana Court of Appeals. He operated a law office (Todd Law Office in Cambridge City, Indiana) for approximately twelve (12) years, serving clients in a variety of legal needs, including estate planning, probate administration, business entity formation and ongoing administration, and municipal law, representing several municipal clients. He also served as a part-time deputy prosecutor from 1999 to 2003. He served as Judge of Wayne Superior Court No. 1 for almost sixteen (16) years, from 2009 through 2024, initially being appointed by then Governor Mitch Daniels to fill a vacancy, and then subsequently being elected to two (2) six (6) year terms, concluding his service as judge at the end of 2024, opting not to run for an additional term.
